East Franklinton Water Line Improvements – Phase 3

WaterLineInstallation.jpg The East Franklinton Water Line Improvements Phase 3 Project will be constructed as part of the Division of Water’s Replacement and Rehabilitation (R &R) Program. The water line project area is located in the East Franklinton neighborhood (see map(PDF, 478KB)).The goal of this project is to replace the existing 12-inch, 8-inch, and 6-inch water lines that have a high break frequency. Replacement of these water lines will improve water service, decrease burden on water maintenance operations, and reduce water loss.

The project will include approximately 10,248 linear feet of water line replacement. The existing water mains range from 95 to 132 years in age and from 6-inches to 12-inches in diameter. Along with the installation of new water mains, the project will also include new fire hydrant installations and water service transfers.

Construction is expected to begin at the end of 2020.

Prior to construction, the Neighborhood Liaison will be contacted and informed of the project. Further community outreach may result though the Neighborhood Liaison Program. Notification letters will also be mailed out in advance to residents located near the project area. These letters will provide detailed information regarding the project and important contact numbers.

Division of Water plans to fund this project with a below market-rate loan through the Ohio EPA’s Water Supply Revolving Loan Account (WSRLA) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Water to determine the project’s eligibility for the program.

The Ohio EPA has completed a Limited Environmental Review (LER) for this project. View the LER(PDF, 831KB) and the letter of "Notice of Issuance of a Final Finding of No Significant Impact to All Interested Citizens, Organizations and Government Agencies."
