Neighborhood Stabilization Program 3

As a result of the Dodd-Frank Act, the U.S. Department of Housing and Urban Development (HUD) is allocating $1.0 billion nationally to particularly hard-hit areas trying to respond to the effects of high foreclosures.  HUD’s third round of Neighborhood Stabilization Program (NSP) funding will provide targeted emergency assistance to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight.

The City of Columbus (city) was awarded $4,843,460 of NSP3 funds from HUD.  This funding is provided in conjunction with HUD’s Community Development Block Grant (CDBG) program.  On January 21, 2011, the city began a 15 day public comment period on the city’s proposed NSP3 plan and accepted public comments through February 5, 2011.  Columbus City Council voted and approved the NSP3 application on February 7, 2011.  The city submitted the NSP3 application to HUD by the March 1, 2011 deadline.  The city’s NSP application is an amendment to the Consolidated Plan’s 2010 Action Plan.
