Whittier Street Storm Tanks Upgrades
The Whittier Street Stormtanks (WSST) and Gatehouse Facility are located on the Whittier Peninsula, adjacent to the Greenlawn Dam. The WSST Facility was constructed in the 1930s and has not had any significant upgrades since 1986. The facility’s equipment and instrumentation is nearing the end of its useful life, and requires upgrades in order to remain operational.
This site houses storm stand-by tanks that were historically used for temporary retention and primary treatment of combined sewer overflows, and a gate house facility which has gates and controls for major trunk line sewers. The site also houses OARS shaft 4, which was constructed to help reduce combined sewer overflow frequency. After installation of the OARS tunnel the storm standby tanks are no longer needed. However, full rehabilitation of the gatehouse is needed to ensure continued operation of the sewer system.
Benefits of the project are reducing the chances of sewage backing up into homes and businesses, reduced flood potential, and reducing potential for combined sewer overflows in the downtown area.
This project will include replacement of the following major components:
- Control House gates and actuators
- Electrical, Instrumentation, monitoring, and
controls
- HVAC
- Control House renovation
This project will also install the following new features at the site:
• Pervious paver system for access to OARS Shaft
• Actuators to control weir height at OARS shaft 4
• Closing off the standby tank inlets
• Stormwater controls
• Security and Lighting
Financing for this project is being provided by a below market-rate loan through the OEPA’s Water Pollution Control Loan Fund (WPCLF) Program. This project is expected to begin early in 2020 and to be completed in approximately two years.
The Ohio EPA has completed a Limited Environmental Review (LER) for this project. View the LER and the letter of "Notice of Issuance of a Limited Environmental Review and Final Finding of No Significant Impact to All Interested Citizens, Organizations and Government Agencies."
