Biosolids Land Application Improvements Contract J220
As an integral part of the wastewater treatment process, the City of Columbus wastewater treatment plants separate biosolids (sludge) from the wastewater generated by more than one million people. These biosolids must either be disposed of or utilized. The biosolids disposal options currently available to the City include incineration and landfilling; the biosolids utilization options currently available to the City include use as feedstock for composting, use as fertilizer for a hybrid poplar tree farm, use as feedstock for a waste-to-energy company, and use as fertilizer in a land application program at many central Ohio-area farms.
With Construction Contract J220, the City will provide infrastructure at JPWWTP to increase the beneficial agricultural re-use of the plant’s biosolids by land application. The J220 infrastructure will include renovation of six (6) biosolids storage tanks, associated recirculation and pumping equipment, and piping and the construction of a two-bay truck load-out facility. The primary goal of this project is to provide JPWWTP with sufficient land application biosolids storage, piping, and load-out capability to reduce the need to incinerate or landfill biosolids at JPWWTP.
Contract J220 is planned to begin construction in 2019 and will be completed by 2021. Financing for this contract is being provided by a below-market rate loan obtained through the OEPA’s Water Pollution Control Loan Fund (WPCLF) and the debt is being serviced through City of Columbus sewer customer revenue.
