Large capital improvement projects (CIPs) currently underway in support of Blueprint in the Hilltop area.
Summary: Permeable pavers will be installed to detain and improve water quality to rain water. Construction is expected to begin in 2025 and completed in about two years. Residents will receive notice beforehand with important info and contacts.
CIP# 650870-153001
This project will install permeable pavers along multiple streets within the Westgate area of the Hilltop as shown on the project map(PDF, 490KB).
The goal of the project is to provide detention and water quality improvement to rain water that will be redirected from the sanitary sewer system by future phases of the Blueprint projects. For more information see the Blueprint Columbus project summary.
Construction is expected to begin in second quarter of 2025 and be completed within 2 calendar years.
Each impacted resident will receive written notifications from the City’s contractor prior of the construction work. The notifications will give information on timing of the work and contact information.
Financing is being provided through a below market-rate loan through the OEPA’s Water Pollution Control Loan Fund (WPCLF) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Sewerage and Drainage to determine the project’s eligibility.
Questions regarding this project should be directed to Jeremy Cawley, P.E. at 614-645-6795 or email JKCawley@Columbus.gov.

Map of the project area:
CIP# 650872-153006 (Project 6)
This project will rehabilitate the remaining sanitary sewer service laterals that were not addressed in the initial lining project for this area. Approximately 931 service laterals within the project area will be lined using "trenchless" techniques with cured-in-place pipe (CIPP) technology.
The project area(PDF, 200KB) is approximately bounded by W. Broad St. on the north, S Wheatland Ave. on the east, Sullivant Ave. on the south, and the S Hague Ave. on the west.
The primary goal of this project is to mitigate stormwater infiltration into the sanitary sewer system through the repair of leaky joints and cracks in lateral pipes.
Construction is anticipated to commence in the first half of 2025 and is expected to be completed by the second half of 2026.
Each impacted resident will receive written notification from the City’s contractor prior of the lateral rehabilitation. The notifications will give specific information on the timing of the work, contact information, and a request to restrict water usage for a short period of time (approximately 4 hours) while the lateral is being lined.
Financing for this project is being provided through the Ohio Environmental Protection Agency’s Water Pollution Control Loan Fund Program with a below market-rate loan. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Sewerage and Drainage to determine the project’s eligibility.
