Summary: This project will rehabilitate storm sewers using cured-in-place pipe (CIPP) methods, and the manholes will be rehabbed with a cement liner. Work will begin in the fall/winter of 2026 and continue through 2027.

CIP# 611720-100001:
This project will rehabilitate existing storm sewers throughout the city of Columbus utilizing cured-in-place pipe (CIPP) methods and rehabilitate existing storm manholes by cementitious lining. 

Rehabilitation of storm sewers and manholes will reduce infiltration, which can carry soil particles into the sewer and onto the receiving streams. Using CIPP and cementitious lining reduces the need for open-cut replacement/repair of these assets. Open-cut replacement/repair methods carry a much higher potential for introducing soil particles to surface waters through stormwater runoff and wind. Rehabilitation also reduces the likelihood of structural collapse of the sewer, which would be another source of introducing soil particles to surface waters.   

This project is being undertaken as part of a systematic approach to address storm sewers and manholes within the city of Columbus that are structurally deficient. All major surface waters within our service area, including the Scioto River, the Olentangy River, Alum Creek, and Big Walnut Creek, could see benefits from this project.

The sewers are being rehabilitated using cured-in-place pipe (CIPP) methods, and the manholes will be rehabilitated with a cement liner. Work will begin in the fall/winter of 2026 and will continue through 2027.

Financing for this project is being provided by the Ohio Environmental Protection Agency through its Water Pollution Control Loan Fund, a below-market-rate loan program. Before granting this loan, the Ohio EPA required a detailed submittal from the Division of Water Reclamation to determine the project’s eligibility.

Residents within each rehabilitation area will receive a letter and a doorhanger prior to the work being performed. These notifications will give information on the timing of the work and  contact information.

3. Krieger Court Stormwater Improvements

Summary: This project will improve standing water and stormwater drainage issues with basin improvements, a new storm system and improved drainage ditches. It involves the reconstruction of some driveways and culverts. It is located on Alkire Road approximately bounded by Lone Eagle Street on the west, and Holt Road on the east. It will begin in 2026 and last until early 2027.

CIP 611037-100000:
This project consists of the addition of a control structure to an existing stormwater drainage basin and the replacement of storm sewers downstream of the basin.

The goal of this project is to improve standing water and stormwater drainage issues for the neighborhood. The project will provide basin improvements, a new storm system and improved drainage ditches.

It involves the reconstruction of driveways and culverts where necessary to accommodate the stormwater improvements. The project is located on Alkire Road approximately bounded by Lone Eagle Street on the west, and Holt Road on the east. View the project area map(PDF, 618KB).

Impacted residents will receive written notification from the city’s contractor prior to construction providing information on timing of the work and contact information.

Construction will start in the second quarter of 2026 and end in early 2027. 

Financing for this project is being provided through the Ohio Environmental Protection Agency’s (EPA) Water Pollution Control Loan Fund Program with a below market-rate loan. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Water Reclamation to determine the project’s eligibility.

4. Barnett Road Storm Sewer Improvements

The Barnett Road Storm Sewer Improvement Project will enhance stormwater drainage along Barnett Road between Livingston Avenue and East Main Street. View the project area map(PDF, 104KB).

The project includes the installation of a new buried storm sewer system with catch basins, as well as engineered swales and ditches to improve water flow and reduce flooding. Additionally, a water main replacement will be completed to address an aging section with a history of frequent breaks and high maintenance needs.

These improvements will enhance the reliability of both stormwater and water service infrastructure in the area.


5. Greenlawn Dam Rehabilitation

Summary: Improvements will be made to ensure the facility fully complies with ODNR requirements. Construction is expected to begin by spring 2024 and will be completed by 3rd quarter of 2024. A virtual public meeting is anticipated to take place with notifications mailed to area residents in late spring 2023.

The Greenlawn Avenue Low Head Dam is owned and operated by the City of Columbus and is located just upstream of the Greenlawn Avenue Bridge spanning the Scioto River. The overall purpose of the Greenlawn Low Head Dam project is to develop improvements to ensure that the facility fully complies with ODNR requirements for regulated level II dams.

Construction is anticipated to begin in late fall or early spring 2024 and will be completed by 3rd quarter of 2024. A virtual public meeting is anticipated to take place in the second to third quarter, with notifications to be mailed out by the end of second quarter 2023. View the project area map(PDF, 3MB).

Financing is being provided through a below market-rate loan through the OEPA’s Water Pollution Control Loan Fund (WPCLF) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Sewerage and Drainage to determine the project’s eligibility.

6. Markison Inflow Redirection

Summary: This project involves intercepting storm runoff from the existing combined sewer system to the new storm sewer system and improvements to the Markison Avenue CSO Regulator. The project area is generally bounded by: Smith Road on South, 22nd Street on West, Lockbourne Road on East and Whittier Street on North. To meet Consent Order deadline, this project will be operational by July 1, 2025.

This project is a Consent Order project as identified in the Integrated Plan and 2015 WWMP Update Report needed to mitigate Combined Sewer Overflow (CSO) at the Markison CSO Regulator to a Typical Year Level of Service. This project will also mitigate potential water-in-basement occurrences in the Markison combined sewer basin up to the 10-year Level of Service.

This project involves intercepting storm runoff from the existing combined sewer system to the new storm sewer system and improvements to the Markison Avenue CSO Regulator to increase capture.

To meet Consent Order deadline this project will be operational by July 1, 2025.

Financing for this project is being provided by a below-market rate loan obtained through the OEPA’s Water Pollution Control Loan Fund (WPCLF) and the debt is being serviced through the City of Columbus sanitary sewer user fees.

7. Linden Stormwater Improvements Phase 2 (Coronet)

Summary: This project will address roadway and yard flooding in the areas of: Coronet Drive, Ormond Avenue, Walmar Drive, Dawnlight Avenue, Framingham Circle, Northridge Road, Medina Avenue, and Oakland Park Avenue. Construction is expected to begin early in 2023 and be completed in late 2024. Most improvements are a result of complaints and discussions with residents and they will receive advance notice providing timing and contact info.

This project will address concerns of public safety, property damage, and nuisance caused by stormwater flooding roadways and yards. Storm drains and inlets will be added in proximity of historical flooding sites to divert water to the City storm sewer system. The improvements will take place in the areas of Coronet Drive, Ormond Avenue, Walmar Drive, Dawnlight Avenue, Framingham Circle, Northridge Road, Medina Avenue, and Oakland Park Avenue.

Construction is expected to begin in early 2023 and be completed in final quarter of 2024.

Each impacted resident will receive written notification from the City’s contractor prior to the construction work. The notifications will give information on timing of the work and contact information. Most improvements are in result to complaints and have been discussed with the affected residents.

Financing for this project is being provided through the Ohio Environmental Protection Agency’s Water Pollution Control Loan Fund Program with a below market-rate loan.

8. Old Beechwold Area Stormwater System Improvements

Summary: Located in Old Beechwold bounded by W Jeffrey Place on the north, High Street on the east, Rustic Place on the south and the Olentangy River on the west, this project will reduce street and yard flooding, replace 100 year old water mains, improve roadways, and provide detention and water quality improvement to rain water that will be redirected from the sanitary sewer system by future Blueprint projects.

The combined Old Beechwold Area Stormwater System Improvements, Blueprint Integrated Solutions, Water Line Improvements, and Roadway Improvements project will construct 9,200 linear feet (LF) of 12” to 30” storm sewer and appurtenances, 2 bioretention basins, 9,400 LF of 6”- 8” water main and appurtenances, and repave roads. The project is a joint design and construction undertaking by the Department of Public Utilities (Division of Sewerage and Drainage, and Division of Water) and the Department of Public Service.

The project is located in Old Beechwold, in the Clintonville planning area, bounded by W. Jeffrey Place on the north, N. High Street on the east, Rustic Place on the south, and the Olentangy River on the west. The project will mitigate street and yard flooding, replace 100 year old water mains, improve roadways, and provide detention and water quality improvement to rain water that will be redirected from the sanitary sewer system by future Blueprint projects. Construction is anticipated to begin in late winter or early spring 2022. Financing is being provided through a below market-rate loan through the OEPA’s Water Pollution Control Loan Fund (WPCLF) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Sewerage and Drainage to determine the project’s eligibility.

9. Fairwood Facilities Stormwater Improvements Project

Summary: Green infrastructure including bioretention basins, rain gardens, extended detention basin, and a porous parking area at the SMOC facility at 1250 Fairwood Avenue will improve water quality from storm runoff from the facility. Construction is expected to begin in 2025.

The Sewer Maintenance Operations Center (SMOC) Facility Stormwater Improvements project will construct green infrastructure (GI) including bioretention basins, rain gardens, extended detention basin, and a pervious parking area at 1250 Fairwood Avenue. View the project area map(PDF, 248KB).

The GI will provide detention and water quality improvement to storm runoff from the facility. Two fabric walled structures will be constructed over the facility’s dewatering and washdown areas as part of the project. Construction is expected to begin in first quarter 2025 and be completed by third quarter 2026.

Financing is being provided through a below market-rate loan through the OEPA’s Water Pollution Control Loan Fund (WPCLF) Program. Prior to granting this loan, the Ohio EPA required a detailed submittal from the Division of Sewerage and Drainage to determine the project’s eligibility.

10. Linden Neighborhood Stormwater System Improvements Phase 2

Summary: This project will address street and back yard flooding, and reduce roadside drainage problems at five locations within/near the North Linden Community. To include 3,530 linear feet of 12-24" storm sewer pipe/bedding, manholes, catch basins, curb and gutter inlets, scour pool with rock channel protection and restoration, construction will start late in 2022 or early 2023.

This projectwill mitigate street and back yard flooding, and reduce roadside drainage problems at five defined locations(PDF, 149KB) (shaded in gray) within or near the City of Columbus North Linden Community. 

Project locations for stormwater improvements are:

Site 4 – Framingham Circle

Site 5 – Ganson Drive / Coronet Drive

Site 6 – Walmar Drive 

Site 10 – Northridge

The project includes installing approximately 3,530 linear feet of 12-24 inch storm sewer pipe/bedding, manholes, catch basins, curb and gutter inlets, scour pool with rock channel protection and restoration. 

Pending final approval from OEPA, construction will start in late 2022/early 2023.

Financing for this project is being provided by a below-market rate loan obtained through the OEPA’s Water Pollution Control Loan Fund (WPCLF) and the debt is being serviced through the City of Columbus sanitary sewer user fees.
