Darlene Wildes, Deputy City Auditor

Picture of Darlene Wildes As Deputy City Auditor for the City of Columbus since 2018, Darlene supervises the City Auditor's Office leadership team responsible for Accounting & Operations, Financial Reporting, Financial Analytics, Payroll, Debt Management, Financial Systems, Human Resources, Communications, and the Income Tax Division. With over 35 years of experience with governmental accounting and reporting, Darlene is responsible for ensuring all City financial transactions remain in compliance with federal, state and local laws as well as Generally Accepted Accounting Principles (GAAP).  In 2024, Darlene was the recipient of the Government Finance Officers Association (GFOA) national recognition for Outstanding Public Service for her dedication to the profession, her colleagues, organizations, and the community.

Darlene’s decades of experience have led her to understand that the true measure of a municipality’s financial health is in its financial reporting. The City’s Triple-A bond rating is a direct result of Darlene’s unwavering commitment to correct, current, complete and consistent data. For 25 years, Darlene has helped the City receive national recognition for consistently issuing the Annual Comprehensive Financial Report within 90 days of the City’s December 31st year-end making Columbus the fastest, large municipality in the entire country to consistently issue audited financial statements.    

Darlene holds a Bachelor of Science in Accounting degree from Bentley University in Waltham, Massachusetts. She has been a Certified Public Accountant (CPA) for 35 years. She was born and raised in Maine (“The Way Life Should Be” state). In her free time, she enjoys being bossed around by her 3-year old granddaughter, Amelia.

Jennifer Atkinson, Chief of Staff

Jennifer Atkinson is the organizational force behind the City Auditor’s Office, balancing our big-picture strategy with execution. Armed with a highly relevant BS in Recreation Management from Indiana State University and a MA in Library and Information Science from Kent State University, Jennifer blends her love of organizing systems (Dewey Decimal 658.402), travel (910), and baking (641.815) to keep everything running smoothly. She has been working for the City of Columbus since 2011.

A proud downtown resident, Jennifer is passionate about Columbus’ urban living and the vibrant culture it offers. She’s a true foodie, always eager to explore the latest restaurants and hidden gems—and if she sees your dog, rest assured she’ll ask to pet it. A trivia whiz with a knack for obscure facts, Jennifer brings her sharp mind and collaborative spirit to everything she does, making her an indispensable leader and member of our team.

Eugene Borders, Human Resources Officer

Eugene Borders is the Human Resources Officer (Assistant Auditor IV) who oversees the HR functions for the Office. Eugene began his HR journey with the City of Columbus shortly after college, but returned to accept this role in the Auditor’s Office in 2024 after honing his skills in the public and private sectors, most recently at Columbus Metropolitan Library.

With over 13 years of experience in human resources across both the private and public sectors, Eugene specializes in employee relations, employee training and professional development, policy development, and driving culture change.

As the newest member of Auditor Kilgore’s leadership team, Eugene is excited to join the high-performing group and help to further their focus on employee development, efficiency, workplace culture and positive change management.

Originally from Akron, Eugene has been a resident of Columbus since completing his undergraduate degree at The Ohio State University. Pursuing a Master of Public Administration at Franklin University keeps him busy, but in his limited free time outside of work he enjoys spending time with family and friends, trying new restaurants, and being an active member of Phi Beta Sigma where he serves as a collegiate advisor and a member of their international headquarters’ HR committee.

Rasheda Hansard, Director of Income Tax

Rasheda (Hansard) Sandifer obtained her law degree from Capital University Law School as a part-time evening student while working full-time during the day. Rasheda began her professional legal career as an Attorney with the law firm of Haynes & Haynes, LLC. Rasheda’s practice focused on Bankruptcy, Tax Representation and Civil Litigation. Rasheda represented the interests of clients in the Franklin County Court Common Pleas and the United States Bankruptcy Court for the Southern District of Ohio. Rasheda also served as Special Counsel for Ohio Attorney General Mike DeWine representing the interests of State of Ohio Agencies (Ohio Department of Taxation, Ohio Bureau Workers Compensation and Ohio Department of Job & Family Services).

After leaving private practice, Rasheda joined the State of Ohio with the Ohio Department of Development (ODD) as the Division Counsel for Communications and Minority Business. During her tenure with ODD, Rasheda completed an LL.M. program and obtained her Master of Laws in Taxation and Business from Capital University Law School. Shortly thereafter Rasheda progressed to the Tax Incentives Manager and Executive Director of the Ohio Tax Credit Authority in the Office of Strategic Business Investments at ODD.

Rasheda joined the City of Columbus and has served as the Income Tax Administrator since January 2020.

Tom Noorkah, Director of Financial Systems

Tom Noorkah is nationally recognized for his work modernizing the City of Columbus’s financial and operational infrastructure. For nearly three decades, he has led the implementation, optimization, and continuous improvement of the City’s enterprise financial systems, which are critical to day-to-day operations. Tom works with cross-functional teams and third-party vendors to oversee a suite of sophisticated enterprise systems, enhancing efficiency and ensuring cybersecurity, accuracy, and data integrity.

Beyond his work with the City of Columbus, Tom is a prominent leader in the field. He leads the North American Dynamics Community Public Sector Special Interest Group and has received the prestigious Sapphire award and Dynamics All-Star recognition. He also serves on the Dynamics 365 Finance and Operations Customer Advisory Board. Tom co-leads the Dayforce North American Public Sector User Group and sits on the Dayforce Public Sector Product Council, representing governmental Dayforce users across the U.S. and Canada.  Tom has also assisted as a volunteer advisor to the Canadian federal government for the NextGen HR and Pay Expert Advisory Committee.

A proud alumnus of The Ohio State University, Tom resides in Northwest Columbus. Outside of work, he enjoys sports, travel, and a lifelong pursuit of knowledge.

Sue Odenweller, Director of Financial Reporting

Susan (Sue) Odenweller is the Director of Financial Reporting for the City of Columbus. In her leadership role, she directs the preparation of the Annual Comprehensive Financial Report (ACFR) for the nation’s 14th most populous city. She is also charged with managing the City’s financial and single audit process within 90 days of the City’s December 31st year-end making Columbus the fastest, large municipality in the entire country to consistently issue audited financial statements. Ensuring the City’s financial data is fresh during rating agency evaluations has been critical to Columbus continuing to secure a Triple-A bond rating and Sue’s hard work and leadership in this area is vital to Columbus being regarded as a national economic powerhouse.   

Sue’s successful career in government finance spans more than two decades. She has spent over ten years in the public sector where she has managed and prepared the ACFR for small and large-sized municipalities, as well as performing operational and oversight duties. Prior to this, she worked in the private sector with a regional public accounting firm, leading many financial audits, single audits and accounting services for various local governmental entities and for-profit entities.

Sue holds a Bachelor of Science in Accounting degree from the University of Northwestern Ohio. She is a Certified Public Accountant, as well as a Certified Fraud Examiner. She is a member of the American Institute of Certified Public Accountants; The Ohio Society of CPA’s; Government Officers Finance Association (GFOA); Ohio GFOA; and the Association of Certified Fraud Examiners (ACFE).

Mollie Petitti, Director of Debt Management

Mollie serves as the Director of Debt Management for the City of Columbus Auditor's Office, where she works on financing the City's capital needs. Her main responsibilities are to manage the City's bond sales and refundings for the Auditor's Office. She also accounts for, pays, and reports on the City's debt portfolio. Mollie prepares the City’s annual Bond and Note Report and assists in the preparation of the City’s Annual Comprehensive Financial Report. Mollie appreciates her role within the office because over the years she been very fortunate to work with wonderful people who share the same goal of finding the most economical and efficient financing solution for the City.

Mollie has worked for the City of Columbus since 2006 and in the Auditor's Office since 2012.In her previous roles within the City, Mollie has managed grants, reviewed legislation, procured goods and services, and prepared and analyzed budgets. Mollie received her BSBA from The Ohio State University and MBA from Ohio University. Outside of work, Mollie enjoys spending time with her family, running, hiking, and watching sports, especially her daughter’s teams!

Michelle Hostetler, Director of Accounting and Operations

Picture of Michelle-HostetlerMichelle Hostetler serves as the Director of Accounting and Operations for the City of Columbus Auditor’s office. She has been with the City Auditor’s office since 2010 and has over 20 years of experience in local government fiscal leadership. The bulk of her career has been leading teams through change to achieve objectives, improving organizational processes and developing policy with the goal of increased efficiency and transparency. Prior to joining the City of Columbus, Michelle spent five years as an Accountant for Fidelity Financial, after having relocated to Ohio from Missouri where she had served as Systems Administrator for the Personal Property Department for the Clay County Assessor’s office.

Michelle graduated Magna Cum Laude from Franklin University with a Bachelor’s of Science in Accounting and has an active Certified Public Account (CPA) license with the Accountancy Board of Ohio and has earned the designation of Certified Government Financial Manager (CGFM) from the Association of Government Accountants. Michelle is a member of the AGA, GFOA, Ohio GFOA, AICPA and OSCPA. Michelle also serves on the executive board of Alicia’s Closet, a not for profit organization whose mission is to serve families affected by foster care.

Robert Prince, Chief Technology Officer for the Division of Income Tax

Robert Prince is the Chief Technology Officer for the Division of Income Tax. Under his leadership, the Division, which generates over a billion dollars annually and contributes 76% of the city’s General Revenue Fund, has undergone a remarkable transformation. His strategic vision has driven modernization and operational efficiency, ensuring the Division remains integral to the city’s long-term financial strength.

With more than two decades of experience spanning IT and finance, including leadership roles at Fortune 500 companies, Robert is widely recognized as a leader in his field. His expertise in IT strategy, systems integration, cybersecurity, and project management has consistently fueled innovation and operational excellence. Throughout his career, Robert’s forward-thinking approach and dedication to excellence have earned him numerous accolades in both the corporate and public sectors.

A lifelong Columbus native, Robert is deeply committed to his community. Outside of work, he enjoys spending time with his family, traveling, and cheering for the Ohio State Buckeyes.

Cheryl Reed, Solution Manager for Dynamics 365 and Power Platform

Cheryl Reed is the Solution Manager for Dynamics 365 and Power Platform with over 24 years of IT experience working predominately in State and Local government. Cheryl specializes in system implementation, optimization and management and is a key driver of efficiency and innovation within the City. Under her leadership, the City migrated to Dynamics 365 in the cloud allowing the City to further innovation. In addition, her team ensures that nearly 600 City users can complete critical to day-to-day operations using Dynamics 365.

Cheryl enjoys using her skills to contribute to the exciting technological advances that happen every day at the City of Columbus Auditor’s Office. Cheryl holds degrees in Computer Information Systems, Web Development and holds an MBA in Project Management. She also serves on the Microsoft Dynamics 365 Finance and Operations Customer Advisory Board. She is an active member in multiple Dynamics user groups and is a frequent presenter. She heavily collaborates with other public sector entities and Microsoft to ensure the product continuously improves in the public sector space.

Outside of work, Cheryl enjoys spending time with her husband at rock music festivals, and likes to hike and play with her dogs.

Drema Scott, Director of Payroll Services

Drema Scott is the Director of Payroll Services for the City of Columbus.  She joined the City of Columbus in 2020 and has over 26 years of experience in payroll management and compliance, globally in 27 countries.  In her leadership role, she is responsible for paying all 10,000 City of Columbus employees totaling over $850 million dollars, annually.  Drema is a change leader and has implemented 8 payroll projects over the last 10 years on various platforms.

Drema is a trusted partner in the payroll field being recognized both nationally and locally by APA Columbus and PayrollOrg.  Drema is passionate about development and modernization.  She has proven to be a strong and effective team builder.  Drema holds membership with the American Payroll Association Columbus Chapter and as a national member of PayrollOrg.

Outside of work, Drema enjoys spending time with family, shopping and giving back to the community through such organizations as Goodwill and Dress for Success Columbus.
