Mayor Andrew J. Ginther is proud to announce that he has appointed Christopher Long as director of the Department of Finance and Management; he also welcomes Jennifer Shea to his Cabinet, as she has been named Executive Director by the Civil Service Commission. The Department of Finance and Management ensures the effective management of fiscal integrity, fleet management, facility maintenance, real estate and sourcing opportunities through comprehensive ethical procurement practices. The Civil Service Commission is the primary resource for candidates seeking employment with the City of Columbus and is responsible for upholding and administering all mandated employment provisions of the Columbus City Charter.

Shea brings nearly two decades of legal and public service experience to her leadership. She began her legal career in the Columbus City Attorney’s Office as a legal advocate in the Domestic Violence and Stalking Unit, providing critical support to victims navigating the criminal justice system. She later served as a prosecutor before advancing to senior attorney in the Labor and Employment section, where she advised city departments on employment matters and represented the city in litigation, arbitrations and appeals.
With more than 20 years of experience in public sector finance, Chris Long has developed strong analytical, data and process improvement skills that enable him to provide fiscal and policy advice to the executive and managerial staff of the city. Prior to joining the City of Columbus, Chris served as Fiscal Officer for the Alcohol, Drug and Mental Health Board of Franklin County, where he monitored financial management systems and developed/administered ADAMH’s annual budget.
