Digital Equity and Inclusion

  • Supplier and Workforce diversity: Supplier diversity is a procurement practice fully supported by the Mayor and embraced by DOT, which requires the purposeful inclusion of diverse suppliers to bid opportunities to increase their representation in City contacts. The practice is a powerful strategy for growing and supporting the women and minority-owned businesses that are helping make Columbus a world leader in attracting technology development.

    DOT also supports the City’s efforts in the recruitment, hiring and retention of a diverse workforce. This includes differences in gender, age, race, ethnicity, cultural background, religion, sexual orientation, and physical ability. Workforce diversity is important because it can help organizations improve their performance, competitiveness and openness by increasing creativity and innovation.

  • Digital inclusion is a concept and commitment that addresses the ability and opportunity of individuals and communities to access and use information and communication technologies, regardless of their background, income, or ability. It involves policies and programs that can provide affordable, robust, and accessible broadband internet service, as well as digital literacy and skills. Digital inclusion is meant to be a practical and holistic approach that meets the needs of Columbus’ diverse and disadvantaged residents.

Safety Camera Technology

  • Safety camera technology, such as public facility, neighborhood, and body-worm cameras, play a pivotal role in promoting safety, deterring criminal activities, aiding law enforcement, encouraging accountability, and enhancing overall security and well-being in Columbus. However, it is essential to strike a balance between public safety and privacy concerns, ensuring that these technologies are used responsibly and in compliance with legal and ethical standards.


Fiber

The City of Columbus’ Department of Technology manages the largest municipally-owned fiber networks in the United States. With over 1,000 miles of fiber, DOT uses the resource to support Smart City initiatives, improve connectivity, enhance data security and increase network reliability. Multi-camera television studio for producing news events, instructional/training material, interviews and television programs.

CTV Columbus Government Television provides citizens information about the Columbus City government and increases citizens' accessibility to City officials and staff through quality programming that includes unedited gavel to gavel coverage of government meetings, events, documentaries, talk shows and call-in programs.


GUIDELINES FOR THE COLUMBUS (GOVERNMENT) TELEVISION CHANNEL - CTV

Objectives

The primary objectives of the city of Columbus government cable channel operation are as follows:

A. To provide information affecting residents’ health or safety during emergencies.

B. To provide information about government services, resources, activities and policies concerning how residents can utilize these services.

C. To provide directly certain government services to residents.

D. To make the deliberations of legislative and advisory bodies more accessible to Columbus area residents by providing coverage of meetings of these bodies.

E. To provide an opportunity for residents to receive direct answers to their questions regarding government services issues.

F. To allow the research, development, and demonstration of new methods of government service delivery.

G. To provide government sponsored programs in the public interest designed to enrich and inform citizens.

H. To provide assistance in internal training at appropriate city departments.

Eligibility for Use

A. Channel Time

Only departments, divisions, agencies, or other official organizational units of the following governmental entities are eligible to utilize time on the government television channel:

• City of Columbus

• Franklin County

• State of Ohio

• Federal Government

• All other municipalities & townships located within Franklin County

• Tax-supported authorities established by state statue located within Franklin County

Boards, commissions, or currently functioning committees or task forces appointed or established through action of one of the above governmental units shall also be eligible for time on the government channel to provide information relative to their official capacity or responsibilities. Any question regarding the status of a board, commission, committee, or task force shall be resolved by the governmental organizational unit which appointed or provides administration staffing for the board, commission, committee, or task force.

The government television channel may also provide public informational programming from other sources for scheduling on the government channel as long as the programming meets stated government television channel objectives.

B. Production Services

The following City of Columbus departments and agencies and their respective divisions or sections, are eligible to request production assistance from the government television channel:

• City Attorney's Office

• City Auditor's Office

• City Clerk's Office

• City Council

• Mayor's Office

• City Departments and Offices

Boards, commissions, or currently functioning committees or task forces appointed or established through action of one of the above City of Columbus agencies shall also be eligible for production assistance from the government television channel. Any questions regarding the status of a board, commission, or task force shall be resolved by the city of Columbus agency which appointed or provides administrative staffing for the board, commission, committee, or task force.

Governmental entities other than the City of Columbus and its eligible agencies which are eligible for channel time may request production assistance to provide a live or taped program for the government television channel subject to approval on a time available basis. The governmental entity may be charged a fee for such assistance based on a cost related fee schedule developed by the government television channel.

There shall be no charge, however, for the production of a character generated message submitted by these governmental entities for airing on "Metroguide". There may be fees assessed to all governmental entities identified in section A for training and other non-broadcast production services.

C. Declared candidates for elective public office and persons advocating any cause, viewpoint, or proposed policy of a partisan nature are eligible for public access channel time, but are not eligible to appear on the government television channel in regard to that candidacy or advocacy unless they appear in a forum in which all candidates are given equal time.

1. For purpose of this policy, a person is considered to be a candidate from the time of announcing publicly (or from the official deadline for filing) for any public office until the election has been held.

2. This exclusion does not apply to persons who receive air time as part of a public meeting being cablecast on the channel, nor to officials acting in their official capacity (when such actions do not involve partisan politics).

3. This exclusion does apply to persons who host and/or control the editorial content of a program, portion of a program or a public service announcements.

D. If a governmental entity eligible for channel time intends to cablecast an informational program on the government television channel about any issue that will appear on an election ballot, the entity shall give public notification of such intent at least three weeks before the first scheduled cablecast of such program.

1. This policy shall apply to an issue from the time the issue is formally filed for placement on an election ballot (or from the deadline for filing such issue for an election ballot) until the election has been held.

2. Public notification under this section shall consist of scheduling character generated announcements of such intention to appear on "Metroguide" for a period of at least one week, the beginning of said week to occur at least three weeks before the first scheduled cablecast of such program.

Impermissible Material

Cablecasting of the following material on the government television channel is prohibited:

A. Any advertising material designed to promote the sale of commercial products or services. However, brief credit may be given at the end of a program when special materials or assistance have been donated by a commercial or charitable enterprise. This should be limited to the name of the provider and the service which was provided.

B. Lottery Information

C. Legally obscene matter state, or city law, pursuant to applicable federal, state, and City law as defined by the City Attorney.

D. Technically unusable material, as determined by the technical staff of the Columbus Department of Technology.

Use During Emergencies

Governmental use of the channel during emergencies and disasters declared by the Mayor of the City of Columbus has absolute priority over other programming, pursuant to Section 595.05 of the Columbus City Code.

Announcements in conjunction with such a declared emergency, or when necessary to protect the public health, safety, or welfare, may be made by the previously assigned designate (s) of such officials in all municipalities and townships located within Franklin County, the State of Ohio, and the Federal Government.

During such time period, the government television channel shall be permitted to accept character generated announcements from non-governmental entities when such announcements are deemed to provide important public information pertinent to the emergency or other condition requiring protection of the public health, safety, or welfare.

Editing

A. All coverage of official government meetings, such as public hearings, commission meetings, and meetings of the Columbus city Council will be provided from gavel to gavel, without editing, except when:

1. Technical difficulties interfere

2. Brief excerpts are used as a part of another program

B. The government television channel's staff will be granted the creative editing control of other informational government access programs.
