Medical Operations and Emergency Medical Services (EMS) Bureau

This Bureau is led by Dr. Robert A. Lowe

The Medical Operations and EMS Bureau encompasses two branches:

1. The Quality Office (composed of Quality Improvement and Quality Assurance)
2. Outreach Medicine which houses our Rapid Response Emergency Addiction Crisis Team (RREACT) and Specialized Program Assessing Resource Connectivity (SPARC) programs.

There is a full-time EMS Physician / Medical Director and two part-time EMS Medical Directors. The bureau encompasses the Medical Director's responsibilities including direct oversight, quality assurance, and quality improvement of the EMS system as it pertains to authorization for providers to practice, provide medical treatment, protocol development, and other activities needed to manage the healthcare delivery system. The bureau is responsible for coordination across all bureaus for items that affect patient care or the delivery of medical services.
