The Department of Technology’s (DOT) primary mission is supporting and partnering with public facing agencies across the City in using technology to serve the residents and businesses of Columbus and Central Ohio. DOT does this by planning, designing, developing, procuring, and delivering information technology, telecommunications, and media services in partnership with City departments, City Council, boards and commissions, and other government entities. The department is led by Director Pam O' Grady, and Deputy Director Rick Wagner. Together they help inspire approximately 185 dedicated technology employees who work tirelessly to support City departments and promote the critical importance of digital equity and inclusion, open data, and tools that help keep Columbus residents safe and informed. Interim Director Pam O' Grady

Interim Director Pam O'GradyPam is serving as the Interim Chief Information Officer for Mayor Andrew J. Ginther. In this role, she leads the Department of Technology’s mission to deliver innovative technology solutions that support City of Columbus employees, departments, and agencies. With more than two decades of experience in municipal government and as a member of the Department of Technology since 2017, Pam has been instrumental in advancing technology initiatives that enhance city operations, improve services for residents, and promote digital equity.

Rick Wagner

DEPUTY DIRECTOR of OPERATION and CHIEF INFORMATION OFFICER

Richard Wagner is an accomplished IT leader with over two decades of experience driving enterprise technology strategy, infrastructure modernization, and data analytics in the public sector. He serves as the Deputy Chief Information Officer for the City of Columbus, where he directs technology initiatives and department strategy. Throughout his career, Richard has specialized in transforming legacy IT environments, scaling data architectures, and leading highly technical teams to align technology with organizational goals.

Rick Wagner currently oversees five technology services to deliver robust scalable solutions, ensuring reliability and security:

Kimberly Roy Wilson

DEPUTY DIRECTOR and CHIEF TRANSFORMATION OFFICER

We are pleased to welcome Kimberly Roy Wilson as our new Deputy Director and Chief Transformation Officer. In this role, Kim will help lead DOT’s continued transformation by strengthening how we work across people, processes, and technology.

Kim brings more than 30 years of public service and technology leadership experience to the City of Columbus. Most recently, she served in senior technology leadership roles with the City of Cleveland, including Director of the Department of Innovation & Technology and Commissioner of Information Technology & Services. During her tenure, she led enterprise technology operations and modernization efforts spanning infrastructure, cybersecurity, cloud services, enterprise applications, digital transformation, and organizational change.

Kim’s accomplishments include helping lead Cleveland through a major cybersecurity incident, advancing citywide AI strategy and governance, modernizing 311 services, implementing enterprise permitting and work order management solutions, and establishing an IT career-readiness partnership with Cleveland State University. She has also been active in regional and statewide technology and cybersecurity efforts, including CyberOhio and the Ohio Digital Government Summit.

Kim’s depth of experience in government technology, operational transformation, and building strong partnerships will be an important asset as DOT continues to mature our services and better support the City’s priorities. Please join us in welcoming Kim to the City of Columbus and the DOT team.
