COMBINED NOTICE OF FINDING OF NO SIGNFICIANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Columbus.
REQUEST FOR RELEASE OF FUNDS
On or about, but not before, June 30, 2026, the City of Columbus, Department of Finance and Management will submit requests to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships American Rescue Plan Program (HOME-ARP) funds under Section 3205 of the American Rescue Plan Act of 2021, as amended, to undertaken the following projects known as:
• Stevens Place Homes (35-37 Stevens Avenue), for the purpose of constructing a 5-bedroom single-family home in Franklinton for HOME-ARP qualifying populations. The City of Columbus is requesting $521,800 in HOME-ARP funds for the project.
• Stevens Place Homes (81 Stevens Avenue), for the purpose of constructing a 5-bedroom single-family home in Franklinton for HOME-ARP qualifying populations. The City of Columbus is requesting $521,800 in HOME-ARP funds for the project.
• Stevens Place Homes (118 Stevens Avenue), for the purpose of constructing a 5-bedroom single-family home in Franklinton for HOME-ARP qualifying populations. The City of Columbus is requesting $521,800 in HOME-ARP funds for the project.
• Stevens Place Homes (167 N. Central Avenue), for the purpose of constructing a 5-bedroom single-family home in Franklinton for HOME-ARP qualifying populations. The City of Columbus is requesting $521,800 in HOME-ARP funds for the project.
• Stevens Place Homes (171 N. Central Avenue), for the purpose of constructing a 5-bedroom single-family home in Franklinton for HOME-ARP qualifying populations. The City of Columbus is requesting $521,800 in HOME-ARP funds for the project.
FINDING OF NO SIGNIFICANT IMPACT
The City of Columbus has determined that this project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Columbus’ Department of Finance and Management at the above address. The ERR is available via email by contacting the Department of Finance and Management, Grants Management Section at grantsmgmt@columbus.gov.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on an ERR to the City of Columbus, Department of Finance and Management, Grants Management Section at grantsmgmt@columbus.gov. All comments received by June 29, 2026, will be considered by the City of Columbus prior to authorizing submission of a request for release of funds.
ENVIRONMENTAL CERTIFICATION
The City of Columbus certifies to the U.S. Department of Housing and Urban Development that Christopher S. Long, in his capacity as Director, Department of Finance and Management, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Columbus to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the certifications of the City of Columbus for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) certification was not executed by the Certifying Officer of the City of Columbus; (b) the City of Columbus has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections for the Stevens Place Homes projects must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the CPD Director, HUD Columbus Field Office at email address: CPDColumbusRROF@hud.gov with the subject line being “ER Objection – Stevens Place Homes.” Potential objectors should contact the HUD Columbus Field Office to verify the actual last day of the objection period.

PROPOSED CHANGE TO GOODALE SLUM CLEARANCE AREA (GOODALE AREA) – PUBLIC COMMENT
The City of Columbus, Department of Finance and Management, received a request proposing an amendment to the restrictions of the Goodale Slum Clearance Area (Goodale Area), Sub Area B. The City received funding for investments in this area from the U.S. Department of Housing and Urban Development (HUD) resulting in restrictions to the properties located within the Goodale Area boundaries.
Referring to the 1994 Amended Declaration of Restrictions Goodale Slum Clearance Project Area, City of Columbus, Ohio, (a copy of which is enclosed), Sub Area B is in the designated Industrial – Less Objectionable area. The Use Regulations for the Industrial – Less Objectionable area provides:
These areas shall be used for the following purposes: manufacturing, processing, storage of goods not involving obnoxious operations, and office and commercial retail necessary to support the immediate area.
The City would need to amend the restrictions to properties located within Sub Area B to redesignate the area as Commercial under the Project Restrictions. The Use Regulations for Sub Area B would become:

There (These) use areas shall be used for the following purposes: neighborhood retail stores and commercial offices.
The City is requesting property owners within Sub Area B give Consent to Amend the Goodale Area Sub Area B Declaration of Restrictions.
