Grants Management

What We Do

The Grants Management section falls under the Department of Finance and Management. We coordinate financial and regulatory aspects of the following grants: Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Shelter Grant (ESG), the Housing Opportunities for Persons with AIDS Grant (HOPWA), the Neighborhood Stabilization Program (NSP), and the HOME-American Rescue Plan Program (HOME-ARP).

Fair Housing Assessment

The City of Columbus is conducting its Fair Housing Assessment. This process evaluates barriers to housing choice and helps guide how federal housing funds are invested to expand access and opportunity across neighborhoods in Columbus. This work supports and strengthens Mayor Ginther’s broader housing strategy, including investments in housing stability, affordability, and neighborhood vitality.

Section 3

What Is It?

Section 3 is a compliance requirement from HUD that applies to all construction projects funded with HUD-sourced grants that exceed $200,000 (in total costs), and to all contractors or subcontractors with an individual construction contract or subcontract above $100,000 on a HUD-assisted project.

A summary of compliance requirements are:

  1. To the greatest extent feasible, hire and train Section 3 residents, and submit quarterly reports of the total labor hours worked on project to  Grants Management. At least 25% of total labor hours must be worked by Section 3 Workers, and at least 5% of total labor hours must be worked by Targeted Section 3 Workers.
  2. To the greatest extent feasible, contract with Section 3 Business Concerns.
  3. Provide outreach/training for Section 3 residents, and report on the outreach and training undertaken in monthly reports.

What Is It?

The Home Investment Partnerships Program (HOME) is federal funding provided to the City of Columbus by the U.S. Department of Housing and Urban Development. The purpose of this grant is to implement local housing strategies designed to increase homeownership and affordable housing opportunities for low and very low-income Americans.

What is Davis Bacon Prevailing Wage?

  • The Davis-Bacon and Related Acts apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area
  • The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates. The Davis-Bacon Act applies to contractors and subcontractors performing work on federal or District of Columbia contracts. The Davis-Bacon Act prevailing wage provisions apply to the "Related Acts," under which federal agencies assist construction projects through grants, loans, loan guarantees, and insurance.
  • For prime contracts in excess of $100,000, contractors and subcontractors must also, under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 in a workweek. The overtime provisions of the Fair Labor Standards Act may also apply to DBA-covered contracts.

Community Development Block Grant (CDBG)

What Is It?

The Community Development Block Grant (CDBG) is federal funding provided to the City of Columbus by the U.S. Department of Housing and Urban Development (HUD) to develop viable urban communities with an emphasis on supporting low- and moderate-income persons. CDBG can be used for projects like affordable housing development, public facilities and services, property rehabilitation, and more.

Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain

To: All interested Agencies, Groups, and Individuals This is to give notice that the City of Columbus (as Responsible Entity under 24 CFR Part 58) has determined that the following proposed action under the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Grant (Grant Number B-25-MC-39-0009) is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and the City of Columbus will be identifying and evaluating practicable alternatives to locating the action within the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C – Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project location is 900 N Nelson Road, Columbus, Ohio 43223, Parcel Number 010-212422-00.

The City of Columbus Recreation and Parks Department (CRPD) is redeveloping an area into North Star Park by including play equipment, reflective space, play mounds, seating areas, artistic installations, educational signage and a story trail. Improvements to the existing Hayden Park requires the CRPD acquire land from the adjacent Columbus Metropolitan Library. The park improvements improve connectivity to trails and surrounding community.

There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the floodplain. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the floodplain can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.

NOTICE OF FINDING OF NO SIGNIFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

This notice shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Columbus.

REQUEST FOR RELEASE OF FUNDS

On or about, but not before, July 29, 2026, the City of Columbus, Department of Finance and Management will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act, as amended, to undertake a project known as:

• Four Seasons Community Garden, for the purpose of constructing improvements to the Four Seasons Community Garden. Planned improvements include a community area with park-like landscaping, a small stage, pergola, fire pit, and grills. Behind the community area will contain space for planting beds, a small greenhouse, potting station, and orchard. The improvements will expand the garden area available for cultivation and add community spaces. The City of Columbus plans to request $161,500 in CDBG funds for the project.

FINDING OF NO SIGNIFICANT IMPACT

The City of Columbus has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Department of Finance and Management at the above address. The ERR is also available via email by contacting the Grants Management Section at grantsmgmt@columbus.gov.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on an ERR to the City of Columbus, Department of Finance and Management at grantsmgmt@columbus.gov. All comments received by July 28, 2026, will be considered by the City of Columbus prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Columbus certifies to the U.S. Department of Housing and Urban Development (HUD) that Christopher S. Long, in his capacity as Director, Department of Finance and Management, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Columbus to use HUD funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Columbus’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Columbus; (b) the City of Columbus has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs, or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Columbus Field Office at email address: CPDColumbusRROF@hud.gov. Potential objectors should contact HUD to verify the actual last day of the objection period.

2026 Annual Action Plan

The City has initiated a public comment period and will hold a public meeting to encourage citizen participation on the 2026 HUD Annual Action Plan. The City is seeking input on the proposed projects and allocation of funds for the 2026 AAP.

A summary of the proposed projects and budgets for the 2026 AAP(PDF, 192KB) is available for review and public comment through July 2nd, 2026. Please email grantsmgmt@columbus.gov with any comments.

First Public Meeting

A public meeting was held on July 10, 2025 at 3:00PM at the Columbus Metropolitan Library – Hilltop Branch at 511 S. Hague Avenue. During this meeting, Grants Management staff presented a summary of all CDBG applications received and anticipated allocations for other HUD grants.

The City will be accepting public comments on this document through July 31, 2025. Comments should be sent to grantsmgmt@columbus.gov.

Second Public Meeting

A public meeting was held on June 2, 2026 at 4:00PM at the 141 N. Front Street conference room. During this meeting, City staff presented a summary of the draft 2026 Annual Action Plan, answered questions about the Annual Action Plan process, and provided an opportunity for public comment.

The City will be accepting public comments on the draft 2026 AAP through July 2, 2026. Comments should be sent to grantsmgmt@columbus.gov

2025-2029 Consolidated Plan

The City has developed its 5-year "Consolidated Plan," The 2025-2029 Consolidated Plan(PDF, 2MB) is a document that will guide investment of U.S. Department of Housing and Urban Development (HUD) grants from 2025 to 2029. We rely on members of the public and local experts and organizations to guide the priorities and strategies that make up this plan.

These grant funds are intended to primarily support low and moderate income residents of the City of Columbus. Participation in the planning process allows residents of Columbus to contribute to the prioritization of projects and geographic areas that will receive these grant funds.

First Public Meeting

HOME-ARP Allocation Plan

The City of Columbus has created a plan to allocate over 16 million dollars of U.S. Dept. of Housing and Urban Development HOME-ARP grant funds to be invested in homelessness prevention services and affordable housing development over the next several years.
