Grants Management

What We Do

The Grants Management section falls under the Department of Finance and Management. We coordinate financial and regulatory aspects of the following grants: Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Shelter Grant (ESG), the Housing Opportunities for Persons with AIDS Grant (HOPWA), the Neighborhood Stabilization Program (NSP), and the HOME-American Rescue Plan Program (HOME-ARP).

Fair Housing Assessment

The City of Columbus is conducting its Fair Housing Assessment. This process evaluates barriers to housing choice and helps guide how federal housing funds are invested to expand access and opportunity across neighborhoods in Columbus. This work supports and strengthens Mayor Ginther’s broader housing strategy, including investments in housing stability, affordability, and neighborhood vitality.

Section 3

What Is It?

Section 3 is a compliance requirement from HUD that applies to all construction projects funded with HUD-sourced grants that exceed $200,000 (in total costs), and to all contractors or subcontractors with an individual construction contract or subcontract above $100,000 on a HUD-assisted project.

A summary of compliance requirements are:

  1. To the greatest extent feasible, hire and train Section 3 residents, and submit quarterly reports of the total labor hours worked on project to  Grants Management. At least 25% of total labor hours must be worked by Section 3 Workers, and at least 5% of total labor hours must be worked by Targeted Section 3 Workers.
  2. To the greatest extent feasible, contract with Section 3 Business Concerns.
  3. Provide outreach/training for Section 3 residents, and report on the outreach and training undertaken in monthly reports.

HOME Program

What Is It?

The Home Investment Partnerships Program (HOME) is federal funding provided to the City of Columbus by the U.S. Department of Housing and Urban Development. The purpose of this grant is to implement local housing strategies designed to increase homeownership and affordable housing opportunities for low and very low-income Americans.

What is Davis Bacon Prevailing Wage?

  • The Davis-Bacon and Related Acts apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area
  • The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates. The Davis-Bacon Act applies to contractors and subcontractors performing work on federal or District of Columbia contracts. The Davis-Bacon Act prevailing wage provisions apply to the "Related Acts," under which federal agencies assist construction projects through grants, loans, loan guarantees, and insurance.
  • For prime contracts in excess of $100,000, contractors and subcontractors must also, under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 in a workweek. The overtime provisions of the Fair Labor Standards Act may also apply to DBA-covered contracts.

Community Development Block Grant (CDBG)

What Is It?

The Community Development Block Grant (CDBG) is federal funding provided to the City of Columbus by the U.S. Department of Housing and Urban Development (HUD) to develop viable urban communities with an emphasis on supporting low- and moderate-income persons. CDBG can be used for projects like affordable housing development, public facilities and services, property rehabilitation, and more.

This year the City is collecting applications through a web form that will require you to enter responses in a web browser and upload supporting documents. The web form can be saved and returned to, but you also have the option to work in a Word document and complete the web form once you have drafted all responses offline.

Prospective applicants for CDBG funds can request technical assistance from the Grants Management team by completing this web form.

The following public workshops were held in March:

PROPOSED CHANGE TO GOODALE SLUM CLEARANCE AREA (GOODALE AREA) – PUBLIC COMMENT

The City of Columbus, Department of Finance and Management, received a request  proposing an amendment to the restrictions of the Goodale Slum Clearance Area (Goodale Area), Sub Area B. The City received funding for investments in this area from the U.S. Department of Housing and Urban Development (HUD) resulting in restrictions to the properties located within the Goodale Area boundaries.

Referring to the 1994 Amended Declaration of Restrictions Goodale Slum Clearance Project Area, City of Columbus, Ohio, (a copy of which is enclosed), Sub Area B is in the designated Industrial – Less Objectionable area. The Use Regulations for the Industrial – Less Objectionable area provides:

These areas shall be used for the following purposes: manufacturing, processing, storage of goods not involving obnoxious operations, and office and commercial retail necessary to support the immediate area.

The City would need to amend the restrictions to properties located within Sub Area B to redesignate the area as Commercial under the Project Restrictions. The Use Regulations for Sub Area B would become:

The Use Regulations for the Commercial, Sub Area B, provides:

There (These) use areas shall be used for the following purposes: neighborhood retail stores and commercial offices.

The City is requesting property owners within Sub Area B give Consent to Amend the Goodale Area Sub Area B Declaration of Restrictions.

Finance and Management is proposing changes to the City’s 2024 Annual Action Plan. Finance and Management plans to submit Substantial Amendment 1 for the 2024 Annual Action Plan after hosting a public meeting on December 18th, 2025 at 5:30PM located at 141 N. Front St. The purpose of the Substantial Amendment is to allocate Neighborhood Stabilization Program 1 and 3 Program Income and existing 2024 Community Development Block Grant funds, currently in the 2024 Housing and family services project, Infrastructure and public facility improvements and Non-profit facility upgrades and efficiency improvements budget, to the 2024 Grants Management Admin – CDBG project. The new funding in this project will be utilized by the City for eligible costs associated with the administration of the City’s U.S. Department of Housing and Urban Development annual allocation grants.

1) Transfer $543,636.93 of NSP 1 and $7,257.27 of NSP 3 PI to the 2024 project “2024 Grants Management Admin – CDBG”

2) Cancel $100,000.00 from the 2024 AAP project “2024 Housing and family services”, Cancel $0.20 from the 2024 AAP project “2024 Infrastructure and public facility improvements”, Cancel $24,000.00 from the 2024 AAP project “2024 Non-profit facility upgrades and efficiency improvements” and add $124,000.20 to the “2024 Grants Management Admin – CDBG”

3) “2024 Grants Management Admin – CDBG” was funded at the amount of $858,680.00 and supported 2024 administration costs. Additional funding from 2024 and program income added to this project through this Substantial Amendment will be utilized for eligible costs associated with the administration of the City’s U.S. Department of Housing and Urban Development annual allocation grants.


2026 Annual Action Plan

The City has initiated a public comment period and will hold a public meeting to encourage citizen participation on the 2026 HUD Annual Action Plan. The City is seeking input on the proposed projects and allocation of funds for the 2026 AAP.

First Public Meeting

A public meeting was held on July 10, 2025 at 3:00PM at the Columbus Metropolitan Library – Hilltop Branch at 511 S. Hague Avenue. During this meeting, Grants Management staff presented a summary of all CDBG applications received and anticipated allocations for other HUD grants.

The City will be accepting public comments on this document through July 31, 2025. Comments should be sent to grantsmgmt@columbus.gov.

2025-2029 Consolidated Plan

The City has developed its 5-year "Consolidated Plan," a document that will guide investment of U.S. Department of Housing and Urban Development (HUD) grants from 2025 to 2029. We rely on members of the public and local experts and organizations to guide the priorities and strategies that make up this plan.

These grant funds are intended to primarily support low and moderate income residents of the City of Columbus. Participation in the planning process allows residents of Columbus to contribute to the prioritization of projects and geographic areas that will receive these grant funds.

First Public Meeting

The first public meeting took place on February 21st at 3:00 PM at the Jerry Hammond Center located at 1111 East Broad Street. The recording of this meeting is available to be viewed here.

2024 HUD PRO Housing Grant Application

The City of Columbus is applying for the Pathways to Removing Obstacles to Housing (PRO Housing) grant opportunity through the U.S. Department of Housing and Urban Development (HUD). The City is requesting $7,000,000 from the PRO Housing grant opportunity to support Equitable Transit Oriented Development at Opportunity Sites along LinkUS corridors.

The City of Columbus will be holding a public comment period from September 27, 2024 through October 13, 2024 in order to seek input regarding the draft application for funding. All comments may be submitted by email to grantsmgmt@columbus.gov.

The City will also hold a public meeting on October 9, 2024, at 4:30 PM at 141 N. Front Street, Columbus, OH 43215 in the first floor conference room to provide an opportunity for the public to learn more about the proposed activities for funding and provide feedback on the draft application.

HOME-ARP Allocation Plan

The City of Columbus has created a plan to allocate over 16 million dollars of U.S. Dept. of Housing and Urban Development HOME-ARP grant funds to be invested in homelessness prevention services and affordable housing development over the next several years.
