Mayor-elect Ginther Names Finance, Building & Zoning Services Directors
Columbus Mayor-elect Andrew J. Ginther has made two
additional cabinet level appointments effective after Ginther assumes office
Jan. 1. Joe Lombardi will transition from the Department of Public Utilities to
serve as director of the Department of Finance and Management. Scott Messer will
be retained as director of the Department of Building & Zoning Services.
Lombardi brings more than 25 years experience to his new
position, including 13 with the Department of Public Utilities. He is currently
the administrator for the Division of Power, which provides electric service to
approximately 13,000 customers and streetlights throughout the city. For the last five years,
Lombardi has served as assistant director and has been responsible for
overseeing the department’s $540 million budget.
Messer began his career as a corporate attorney before
joining the City of Columbus, working nearly 10 years in labor relations and
human resources. He has extensive experience in the public and private sectors including
time spent with Cardinal Health and as a private consultant in the building
industry. In 2007, Messer began working in the Building and Zoning Services
Department as a deputy director and was appointed director in 2013.
“Both Joe and Scott
have been instrumental in managing important divisions that provide critical
city services,” said Ginther. “I look forward to working with Joe in his new
role as we craft a responsible budget that aligns resources with our spending
priorities. I am confident that Scott will continue to provide the best
customer service experience possible for our residents and businesses as he leads
our Building and Zoning Services Department.”
